Is CBD Legal in Bulgaria? Laws and THC Limits
What is allowed, what is not, and how to shop safely.
Briefly: products from industrial hemp below the legal THC threshold are sold openly. The argument across Europe is not about CBD itself but about which category a product falls into — food, cosmetic or medicine.
Industrial hemp and the THC threshold
Growing hemp in the EU is permitted only for certified varieties from the Common Catalogue. Regulation (EU) 2021/2115 raised the field threshold from 0.2% to 0.3% THC. The threshold applying to a finished product is a separate question, settled at national level.

The Kanavape ruling, and why it matters
In 2020 the Court of Justice of the EU held in case C-663/18 (Kanavape) that a member state may not prohibit trade in CBD lawfully produced in another member state unless the prohibition is justified by public health and is proportionate. That ruling is why the EU market operates on common rules rather than fifteen different ones.
What to check before buying
- Is there a lab report for that specific batch, not a "sample" one.
- Is the THC content stated, and is it below the threshold.
- Are the trader details there — company, address, a way to make contact.
- Does the product describe composition, or promise treatment. The second is a breach.

Can I order CBD from another EU country?
Free movement of goods applies here too, but the product must meet the requirements of the country it is delivered to. Buying from a trader who serves your market is the safer route.
Can CBD cause a positive drug test?
Tests look for THC and its metabolites, not CBD. Broad spectrum and isolate are made to contain no detectable THC, but full spectrum contains trace amounts. If a test is coming up, that is a circumstance to take into account.
